Emmons GS10 6th string going flat

Emmons GS10 6th string going flat
Hi
Like it says in the subject line. Standard E9 tuning. Tunes up properly but after a bit of playing it goes flat. But when B pedal is down it is still in tune.
Wondering if anyone has any thoughts on this. Was thinking it might be the tuners but I don’t think so. I’m told it may be the return spring needs tightening/shortening. All hex nuts are tight.
Any insights/thoughts appreciated.

If the string stays in tune when the pedal is pressed then the tuning screw is slipping. If you look at the cap screws on the right side of the changer they should have a red or blue mark on them where they enter the changer. That mark is loc-tite to keep them from slipping. You'll just need to apply new loc-tite where the screw enters the changer. I recommend the blue version as it isn't as permanent.

It may not be the screw, if it was it could just as easily go sharp as flat.
Since it's not being lowered, someone may not have allowed enough slack in the raise rod, and the raise hook is slightly holding the finger off the tuning screw. If there's not enough slack to wiggle the rod back and forth, that's probably the problem
